According to the DVSA’s Guide to Maintaining Roadworthiness, the following procedure will be acceptable to assess the parking brake function when a trailer is fitted with an EBPMS.
1. Confirm that the EBPMS system is working correctly, and that sufficient data is being captured to record the brake performance.
2. Check the EBPMS data shows the brakes are functioning within the system’s accepted limits (45% for service brake).
3. During safety inspections, a competent person must assess all parking brake components to ensure they are functioning correctly.
4. Ensure drivers perform a tug test when coupling the trailer to the tractor unit. This not only checks the kingpin security but also confirms that the parking brake is functioning, which should be evidenced either during the safety inspection or within 14 days beforehand, with documented proof required.
5. Inspect the driver’s defect reports for any problems with the system’s operation.
If there is any doubt about the parking brake performance, further tests must be conducted.
